Unfortunately the question is very unclear to us.
What kind of private note do you mean? Are you talking about a form?
What kind of notification do you mean? Do you mean a Buttonizer animation like Hello, or Pulse?

We would like to get a notification when someone writes a private note through "note private extension" on help desk.
An email or any sound.

I searched around and I think you are talking about the plugin JS Help Desk.
Is this correct?

If so, unfortunately we cannot help you with this. This is the support community of a different wordpress plugin, Buttonizer. You would have to contact support of JS Help Desk.
